Mutual Housing California runs a lottery for all new housing
developments to ensure fair access to housing for our applicants.
Lottery
Lottery Process
The method of selecting initial residents at Lavender will be from a lottery system. Applicants will be selected and interviewed in lottery number order. All applicants must be income eligible according to the Low Income Housing Tax Credit (LIHTC) Program. The application contains a release form, which must be signed to verify all items inclusive of credit history and other references.
Lottery will take place on Monday, January 24th, 2022.
Application Process
Applicants selected from the lottery will receive an email notification, inviting them to complete the application. The application includes completing the qualifying tenant income certification questions and preparing applicable income, assets, housing reference and background credit verification forms.
Applicant(s) will have ten (10) days from the original email notification to complete all requested forms and submit all required documentation as requested. Applicant(s) will be required to pay an application processing fee of $35.00 per person who is aged 18 years and older at this time.
If the applicant(s) is credit, housing and income approved, the applicant(s) will then be screened for criminal background.
Management will continue to process applications until the maximum number of applicants to fill the affordable units has been reached. If a household is not contacted, their application will be placed on the Lavender waitlist. Qualified applicants will be provided an email notification of their final approval after their file is completed (as described above). Upon email notification of qualification and Lavender units being deemed ready for occupancy, the approved applicant(s) will be contacted that their unit is ready for move-in. Applicant(s) will have ten (10) days from said notification to execute a lease agreement and sign the Tenant Income Certification (TIC).
Waiting List
Any individuals not contacted after the lottery process will be placed on the Lavender waiting list for future vacancies, in numerical order and based on the number assigned during the lottery process. Individuals on the waitlist will retain their number assignment and be placed into the Lavender waitlist.
Applications received AFTER the lottery period has closed on January 18th, 2022, at 7:30pm will be placed at the end of the waiting list in order of when their completed application is received.
Placement of an application on the waiting list does not denote final resident selection.
Processing Priorities
The following guidelines will be used for processing applications for the units designed especially for the persons with mobility and/or visual or hearing disabilities:
- This Property includes some units with specific adaptations appropriate for wheelchair accessibility. Preference for these units will be given to Applicants who have a mobility impairment that necessitates permanent use of a wheelchair.
- The Property also includes one or more units with specific adaptations appropriate for persons with hearing or vision disability. Preference for these units will be given to Applicants who have such permanent disability.
- If there are not enough households to fill all specially equipped units, preference for those units may be given to Applicants whose disability may be eased by the specific adaptations in the unit.
How do I apply?
Applicants can apply via the online application portal. If for some reason the applicant is unable to complete the online application, they can contact the property management office to receive a paper application.

Lottery Process
After the lottery application period ends, applicants will be sorted using a random number generator and listed in the order drawn. Units are then matched by proceeding down the list to the first household on the list that is appropriate size for the unit available according to the appropriate-unit-size criteria established for the lottery. Applicants will be notified when their name is selected from the randomized list.
Application Process
Once an applicant is selected, they will have 15 days to respond and complete the full move in application. The household must successfully complete the application process to be awarded a unit.
The application process includes income and asset verification, credit check, and background check for all members of the household 18 years of age and older.
This process continues until all available units have been assigned to appropriately sized and eligible applicant households.
Waiting List
Households that were not awarded a unit will be placed on a waiting list in the order generated by the lottery. As units become available, Mutual Housing will proceed down the list matching the first household on the list that is appropriate size for the unit available. This process will continue until there are no more qualifying households.
